This is a standard steel floor plate from a Winchester Model 70 rifle.
Bluing - 90% - This floor plate has factory bluing. The finish on this piece has light edgewear and almost no fading. The main flaw is some mild freckling. There are no notable scratches scuffs or dings.
Metal - The metal is still in excellent condition with no notable damage.
