This is a standard steel floor plate from a Winchester Model 70 rifle.
Bluing - 90% - This floor plate has factory bluing. The bluing remains in very good condition with a hint of edgewear and thinning, a few light scratches and freckling, and one small blemish. There are no deep scratches, scuffs, rust or pitting.
Metal - The metal is in excellent condition with no notable wear or damage.
