This is a 1.25" swivel for the front swivel position. These swivels were typically delivered on heavy rifles, including varmint and bull barrel rifles, and sometimes magnum rifles (particularly true of early magnum rifles). This is not a Winchester factory part - it is branded Williams - but the styling and dimensions are nearly identical to the Winchester swivel.
